The UK and US have signed a important bilateral deal that will preserve no tariffs on British pharmaceutical shipments entering the US market.

The Terms of the Pact

As part of the deal, the UK has pledged to increase funding on drugs through the National Health Service (NHS). This pledge secures that tariffs on these vital goods will be held at nothing for a duration of 36 months.

This agreement comes after earlier warnings to hike import taxes on patented pharmaceutical products, with figures mentioned up to 100%.

"This agreement with the Britain reinforces the international landscape for new treatments and brings long-overdue balance to transatlantic pharmaceutical trade," a statement declared.

Commercial Impact

Pharmaceuticals constitute one of the UK's biggest goods shipped to the US, which is easily the largest market for large UK drugmakers.

Trade data indicate that in the 12 months to the end of September, the UK shipped medicines valued at £11.1bn to the US. This figure made up 17.4% of total UK exports in that timeframe.

"This agreement protects jobs, increases funding and facilitates the UK to become a worldwide center for medical research," the Business and Trade Secretary stated.

Specific UK Commitments

The deal entails several specific changes from the British government:

  • Price Threshold Increase: The UK will lift the price threshold at which it considers new therapies to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a target to increase total NHS spending on drugs from 0.3% of GDP to 0.6 percent over the coming ten years.
  • Rebate Cap: The percentage manufacturers must refund to the NHS to stay within budget will be limited at fifteen percent. Previously, refunds exceeded 20%.

Broader Context

The deal comes amid a ongoing tension between the pharmaceutical industry and the British authorities over medicine costs and NHS adoption.

This friction were heightened by claims that US consumers were paying several times more for the identical medicines than patients in the other developed nations.

In recent months, several significant manufacturing plans in the UK have been paused or scrapped, while major expansions have been pledged toward American operations.

One official stated that the NHS had to increase expenditure on drugs, noting that its spending on drugs had declined as a percentage of its overall budget over the last ten years.
