English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a new poll of municipal councils, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in the UK reported that six out of ten of local authorities are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling playing fields and open spaces to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a high proportion of councils attempting to raise money from a fire sale of assets represented “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would focus on restructuring services and using savings to weather growing financial challenges.”

Specific Cases of Proposed Sales

Medway Council in southeast England announced its asset disposal plan featured the sale of a retail complex in a local town and a social club in another town to generate 20 million pounds over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the strategy.

Council Tax Increases and Broader Financial Strains

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will need to increase council taxes next spring to cover the growing cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both improved services and financial savings,” stated a council leader.

He added: “We face demographic pressures which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

A survey of county councils this week further found council budgets being stretched by the growing number of children and older individuals needing special educational assistance.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (IMD) for English councils, several key cities members were among the most deprived in the country.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“Although only a single urban area is in the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of England. The figures underscores the extent of difficulties confronting municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and need,” stated Michael Mordey.

“Without this, councils will persist to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey found.
